    It is with tremendous pride and humility that I write to you as the Democratic nominee for Public Advocate! I could never have made it to this point without your continued dedication and support. Every hour of time volunteered and each dollar contributed led to our victories in the primary and in yesterday's runoff. Thank you for always believing in my campaign and in my vision for the Public Advocate's office.

    Pundits kept saying we couldn't do the impossible - that this race was too hard, the City too big, the odds too long. But each and every day for nearly the past year, I heard from you and from New Yorkers across the City that this campaign and my vision to bring the people's voice to City Hall is just what our City needs.

    Yesterday, after a hard fought primary and runoff election, New Yorkers across the five boroughs came out and declared their will to bring new leadership and a bright future to the Public Advocate's office. Thank you for  being a part of our amazing grassroots coalition every step of the way. Without your continued support and  encouragement, none of this would have ever been possible.

    Today, I look forward to working with you as New York City's next Public Advocate to stand up for the rights and needs of all of our City's neighborhoods and families. Our City is facing real challenges. From giving public school parents like myself a voice in our public education system, to creating more affordable housing, to supporting neighborhood businesses and ensuring all New Yorkers have access to living-wage jobs, there is much work to be done. Yet I am confident that by bringing broad and diverse coalitions of New Yorkers together,just as we have done in this camp aign, we can affect real, positive change to better the lives of all who call our great City home.

    I hope that you will join me as we work in the coming days and weeks toward victory the general election on Tuesday, November 3rd. Thank you again for your continued support. Today would not be possible without you.

  • The New York Times Endorses Bill de Blasio for Public Advocate

    Ever since the job of public advocate was created 15 years ago in New York City, there have been questions about whether the position should exist.

    The job is something of a hodgepodge established after a streamlining of city government. It is commonly known as the city's ombudsman, the official who can criticize other elected officials, including the mayor. And that may be one reason why the last two mayors have argued strenuously to get rid of the office altogether.

    But the public advocate also serves as a kind of vice mayor, casting tie votes at the City Council and, if the mayor cannot serve, taking his place until a special election. One of the most important jobs for the next public advocate will be demonstrating whether this position truly serves New Yorkers or whether someone else, like the comptroller, should be next in line to succeed the mayor.

    The four Democrats running in the Sept. 15 primary have argued that they would prove their worth by creating a more powerful counterbalance to the city's powerful mayor than the outgoing public advocate, Betsy Gotbaum.

    Two of those candidates, Mark Green, who was the city's first public advocate from 1994 to 2001, and Norman Siegel, a former executive director of the New York Civil Liberties Union, were particularly strong voices in opposition to former Mayor Rudolph Giuliani, who left office at the end of 2001. But the city and its politics have changed considerably under Mayor Michael Bloomberg.

    It is no longer enough for a public advocate to be the anti-mayor, to hold press conferences and file lawsuits - the specialties of Mr. Green and Mr. Siegel. The office must be more than just a place for politicians to prepare a run for the mayoralty at the taxpayers' expense.

    A third candidate, City Councilman Eric Gioia of Queens, also has learned to use press conferences effectively to highlight city issues. But the next occupant needs a broader set of skills.

    Because he has shown that he can work well with Mayor Bloomberg when it makes sense to do so while vehemently and eloquently opposing him when justified, City Councilman Bill de Blasio best fits today's requirements for the job.

    Mr. de Blasio has an impressive political résumé, starting with his time working for David Dinkins and later running Hillary Rodham Clinton's United States Senate campaign. A City Council member from Brooklyn since 2001 and chairman of the Council's General Welfare Committee, he has focused on helping many less-fortunate New Yorkers with food stamps, housing and children's health. He has labored successfully for better schools and an improved quality of life for New Yorkers.

    We have not always agreed with Mr. de Blasio, and we worry about his coziness with the state's powerful unions. But, over all, he has the best temperament and best record of the four candidates. We endorse Bill de Blasio for public advocate.

    After he won the Democratic nomination for comptroller, Flushing
    Councilman John Liu made not one, but two stops in Chinatown
    yesterday.

    Liu's win puts him on track to be the first Asian-American elected to
    citywide office. In a Democratic runoff that attracted a paltry amount
    of voters to the polls, Liu handily beat Councilman David Yassky for
    comptroller, 56 to 44 percent.

    Councilman Bill de Blasio defeated Mark Green for public advocate with
    a whopping 63 to 37 percent of the vote. The two Democratic nominees
    are widely expected to win the seats in the general election on Nov.
    3.

    Both the comptroller, who analyzes the city budget, and public
    advocate are offices considered grooming grounds for a mayoral run.

    Running the government is going to be a lot less fun for Mayor
    Bloomberg as a result of Tuesday's Democratic runoff elections,
    officials said yesterday.

    "I think if Mayor Bloomberg is re-elected he certainly will have very
    aggressive watchdogs in Bill de Blasio and John Liu that are going to
    be ready to challenge him when they feel it's appropriate," said City

    Democrat Bill de Blasio is in a place he might not have expected to be
    in a year ago: One step away from becoming the city's next public
    advocate.

    "It's extraordinary. Of course, I'm surprised. I'm pretty humbled by
    the whole thing," de Blasio, the newly-minted Democratic advocate
    nominee, said in an exclusive interview with the Daily News on
    Wednesday.

    "When I started out, relatively few people outside of Brooklyn knew
    who I was," de Blasio said.

    "I was never sure that I'd make it, [but] I thought very fundamentally
    that people wanted change."

    De Blasio crushed former Public Advocate Mark Green, 62.5% to 37.5%
    Tuesday, capping a bruising Sept. 15 primary with a dismally
    low-turnout runoff.

    won the Democratic runoff for public advocate, handily defeating Mark
    Green. WNYC's Arun Venugopal has more.

    REPORTER: De Blasio won 62.5 percent of the vote, while Green got just
    37.5 in his latest, and possibly last, run for office. Although the
    turnout in the runoff was really low (about seven percent), de
    Blasio's camp included hundreds, maybe thousands of union members.

    De Blasio gave them much of the credit for going door to door and
    urging voters to get to the polls, for an election most people weren't
    paying attention to. Now, de Blasio has his sights set on serving as a
    counterweight to Mayor Bloomberg, starting with school reforms.

    16th New Endorsement for de Blasio's Surging Coalition

    NEW YORK - Correction Officers' Benevolent Association (COBA) President Norman Seabrook today announced the organization's endorsement of Bill de Blasio in the runoff for Public Advocate.  In the endorsement, Seabrook cited de Blasio's commitment to the issues facing those New Yorkers who do not have a strong voice in City government. Resolution 1773-A calls on the State to pass legislation (A6807/ S3185) authorizing New York City to award contracts to minority and women owned businesses at a cost premium up to 10% above the lowest bid; Resolution 1977 calls on the State to pass legislation (A7369/ S3514) authorizing New York City to award contracts to small, local businesses at a cost premium up to 10% above the lowest bid.

    BROOKLYN -- The Brooklyn Preservation Council today announced the submission of a photo project intended to support efforts to explore expanding the Carroll Gardens Historic District. The project was done with the guidance of the New York City Landmarks Preservation Commission and funded by a grant from Councilmember Bill de Blasio. These photos of the neighborhood are an important step in the designation process for historic districts and help enable the Commission to decide which parts of the neighborhood might be worthy of designation.

    Over a month and a half ago when the first cases of swine flu were reported, de Blasio sent letters to the Mayor and agency heads calling for the installation of hand sanitizers in all school classrooms, a measure that would cost approximately 70 cents per student and would help prevent further spread of the illness.

    NEW YORK - Councilmember Bill de Blasio today held a hearing to examine the Department of Homeless Services' (DHS's) practice of sending homeless New Yorkers into unsafe and illegal boarding houses that at times board up to fifty people in one family home.  The hearing entitled, "Is there a Shadow Shelter System?" featured testimony from homeless adults who had been sent by DHS into these boarding houses and evidence showing that the City has subsidized these illegal facilities.  De Blasio has introduced legislation prohibiting DHS from continuing this practice.

    Vote Held on Legislation Warning Parents of Dangerously Hot Playground Equipment

    City Hall - Today, a bill sponsored by Council Members Bill de Blasio and Jessica Lappin to protect the safety of children playing on hot playground equipment was voted on by the City Council.  The legislation requires the Department of Parks and Recreation to install precautionary signs in city run playgrounds that warn of the possible dangers of hot playground equipment and surfacing materials.     City Hall - Last month, the Administration for Children's Services (ACS) announced several drastic strategies it was undertaking to cut $62 million from its budget, all of which had potentially devastating consequences for low-income children and families in this City.  ACS planned to cut the capacity of its child care centers by 18%, thus eliminating entire classrooms from 21 neighborhood child care centers.  This action could financially destabilize the existence of some centers, forcing them to close their doors. In 14 of those centers, enrollment has already been frozen.

Passage of Clinic Access Bill

Councilmember Bill de Blasio released the following statement regarding the passage of the Clinic Access Bill, which he co-sponsored. This legislation will allow an arrest to be made for blocking the entrance to a reproductive health care facility based solely on the observation of a police officer and permit reproductive health care facilities to make complaints when protesters knowingly interfere with their operation.

"No one should be allowed to intimidate a woman's right to free choice. Since Roe. v. Wade, women have had to fight to defend these rights - they should not also have to fight simply to exercise them. They deserve to know that the City will stand up for them. I am proud to co-sponsor this bill which will protect women and family planning centers from harassment and abuse."
        
Stimulus Sunlight Bill

Bill introduced legislation this week to create a comprehensive website, SunlightNYC, making all City stimulus spending transparent and accountable. The bill also requires all stimulus recipients in New York City to submit monthly reports to the website cataloging how the funds are being used and the impact they have had on the economy.

"Without accountability, we risk another AIG. SunlightNYC will require all stimulus spending to be tracked and transparent. The public deserves to know how their money is being spent, down to the last dollar," said Councilmember Bill de Blasio.

Under the legislation, City agencies receiving or applying for stimulus funds have three days to report details on how the money will be used and the economic impact it will have. In addition, any City agency and subcontractor that receives stimulus funds will have to file monthly reports on how the money is being spent, the number of jobs it has created or retained and how it is benefiting the local economy. All of this information will be available on SunlightNYC.

Bill's Statement Regarding the MTA Budget Crisis

The MTA fare hike and proposed cuts have been a worry to all of us. Bill released this statement this week regarding the changes:

"In just two months, New York City commuters will face drastic fare hikes and service cuts unless our state government solves the MTA's budget crisis. Time is running out and Albany needs to act now. In light of these troubling circumstances, I am supporting Assembly Speaker Sheldon Silver's proposal to combine a payroll tax with a toll on the East and Harlem River bridges set at two dollars, the same amount as a subway fare. Final legislation must permanently keep these tolls at the level of subway fares and the revenue generated should be used to maintain and improve outer-borough transportation services. In the past I have supported several different solutions to this problem, from reinstating the commuter tax to increasing driver registration fees. Now, above all, I believe Albany needs to fix this problem before straphangers across our city are left carrying the burden by themselves."

Last week, Bill called on the Obama administration to recognize same-sex couples in the 2010 Census, and include lesbian, gay, bisexual and transgender (LGBT) Americans in other Federal surveys. Read more about these efforts and other recent developments in New York below.
         
Bill Calls On the Obama Administration for Same-Sex Recognition

At a rally last week with LGBT leaders and elected officials, Bill said, "It is wrong and discriminatory for the federal government to define any American differently from how they define themselves. By excluding same-sex married couples and LGBT Americans from federal surveys, our government is essentially saying they do not count. This community is an important part of our country and they deserve to be recognized."

There is very little data collected on LGBT Americans, making it difficult to identify social and income needs unique to the community. The 2010 Census process will continue this pattern, by leaving out same-sex couples in several ways, including:

Same-sex couples legally married in Massachusetts and California will not be listed as "married."
All same-sex couples, including those that list themselves as married, will be reclassified as unmarried, same-sex partners.
Same-sex couples with adopted children will not be listed as "families."
Same-sex couples with children related to only one member of the house hold will be listed as "single-parent households."
Bill's initiative is supported by numerous elected officials, including Congressmembers Nydia M. Velázquez, Yvette D. Clarke, Public Advocate Betsy Gotbaum, City Council Speaker Christine Quinn as well as advocacy groups including the Empire State Pride Agenda.

Bill Speaks Out Against DOE Overspending

Bill also released a report this week cataloging millions in excessive spending by the DOE on unnecessary tests, courier services and an expanded press operation, including a seven person "Truth Squad."

"The DOE is over testing our children and over promoting themselves. As a public school parent and a councilmember, I am outraged to see the misuse of millions of dollars that could keep teachers in classrooms. This administration needs to spend less time promoting themselves and more time doing their job," said Councilmember Bill de Blasio.

Highlights from the report show the DOE spent millions on documenting and promoting its own performance, including:

$1.3 million on its press office, including a "Truth Squad" dedicated to correcting misinformation in online media sources; the Press Office at Tweed has more than doubled in size under the current administration;
Approximately $5 million on couriers, nearly double what was spent before 2002;
An annual average of $11 million on unnecessary Periodic Assessments to test students' preparedness for required test.
 
Downzoning in Brooklyn

Thanks to all the hard work of the Stable Brooklyn Community Group, Community Board 7, and Councilmember de Blasio, Brooklyn has been officially downzoned! The City Council voted on the ULURP application that rezoned the blocks of East Windsor Terrace that were still vulnerable to over development. The single-family lots on Caton Place, East 7th & East 8th Streets, and Kermit Place are all now zoned as R5B, a contextual zone that protects the single-family homes on these blocks.

Look for other neighborhood downzonings this summer!

As Public Advocate, Bill de Blasio will fight for policies that reflect the needs of New Yorkers and he'll speak up when important services are taken away from those who need them most. This week, Bill has been busy doing just that in protecting caregivers from workforce discrimination and ensuring that our city's children don't slip through the cracks.
        
Bill Works to Protect Caregivers in the Workforce

On Wednesday, February 11th, Council Member Bill de Blasio joined Public Advocate Betsy Gotbaum, fellow Councilmembers, representatives of the United Federation of Teachers and advocates to show support for the Caregiver bill, Intro 565-A. The Caregiver bill provides protection to caregivers in the workplace by making it illegal to discriminate against someone because of their status as a caregiver. For example, the bill would make it illegal to refuse to hire or promote workers solely because they have children or are pregnant, and would prohibit other unfair treatment after learning that an employee is a caretaker.

It is wrong and unfair for any employer to assume that because someone is a caregiver, he or she cannot do the job. With an estimated 44.4 million Americans taking care of children or a loved one, this issue affects a significant portion of the workforce and should be acted upon swiftly.
       
Bill Rallies for City's Children

Councilmember Bill de Blasio demanded answers this week from the City about where over 3,000 five year olds facing removal from the City's day care system will be relocated in the coming school year.

Bill Rallies for City's ChildrenAfter proposing a plan in November to move five year old children enrolled in day care centers into public schools, the Administration for Children Services and the Department of Education have not publicly explained which children are being moved and where they will be sent, despite repeated requests from Councilmember de Blasio and advocates. De Blasio organized a coalition of parents, children and day care activists, a hundred of whom protested the plan on the steps of City Hall on Tuesday.

The MTA has proposed eliminating entire bus lines that service District 39, as well as overnight and weekend service. The MTA has also proposed closing station agent booths at a variety of locations throughout Brooklyn, potentially putting commuters in harms way.

Save the Zoos, Botanical Gardens, and Aquariums in New York

This year alone, 76 living museums across New York State, including the Brooklyn Botanic Garden, have been singled out for a severe budget cuts. Next year, all state funding through the Zoos, Botanical Gardens and Aquariums Program (ZBGA) in Governor Patterson's proposed budget will be eliminated. Bill Fights to Preserve Homeless Services

This week, Bill continued his battle to preserve shelters and services for New York City's homeless. The Administration recently announced two proposals to cut drop-in center hours and reorganize the faith-based network of shelters that serve the city's street homeless, many of which have been serving homeless New Yorkers for decades. These proposals will lead a 12% decrease from the current level of beds available.

On Wednesday, Bill chaired a General Welfare Committee hearing, where he pressed officials from the Department of Homeless Services (DHS) for answers on how its plan will impact street homeless New Yorkers. While the Administration failed to give concrete or plausible answers as to the true impacts of its plan, Bill will continue working with homeless advocates and service providers to ensure that our City's most vulnerable homeless population does not lose the services it desperately needs.

Bill Announces Child Care Center Victory
On Thursday, December 18, Bill announced an important victory for New York City's child care centers. For weeks Bill has been pressing the City to halt its plans to reduce child care center capacity. The Administration for Children's Services (ACS) has finally agreed to postpone implementation of the plan and explore strategies to save child care centers slots in communities throughout the City.

Earlier this month, Bill joined with child care providers, children, parents, District Council 1707 leaders, union members, and other elected officials to protest ACS' plan to reduce the capacity of its subsidized day care centers for low-income families by 18%. ACS's proposal would eliminate entire classrooms from 14 neighborhood child care centers, 8 of which are in Brooklyn. The reductions were scheduled to begin within weeks.

ACS has a troubling history of moving to close individual child care centers because of low enrollment, although its system for tracking enrollment and attendance is insufficient, and there are long waiting lists of families in need of child care who are unaware of vacancies. Bill chaired a General Welfare Committee hearing on this issue last month, and also introduced legislation in the Council last spring calling on ACS to fix its broken system.

 

Rally for Fair Wages for Child Care Workers
On December 17, Bill joined the United Federation of Teachers (UFT), child care providers, and other elected officials at a rally to call on the Administration for Children's Services (ACS) to pay home-based child care workers a legally mandated wage increase. In October of 2007, the State released increased wage rates for home-based child care providers, but ACS has refused to pay the higher wages. Following the rally, Councilmember de Blasio chaired a General Welfare Committee hearing, where he pressed ACS officials to explain why they have refused to pay the new wages, despite having received state funds to pay the increased rates.

"ACS's financial challenges cannot be balanced on the back of our City's hard working home-based child care providers. These dedicated workers provide a vital service for tens of thousands of New York City children that we cannot afford to lose," said Bill.

 

Camp Friendship Clothing Drive
Camp Friendship is a non-profit organization in our community who runs a variety of programs for at-risk youth in Brookyln.

They are currently holding a clothing drive to support their charitable partnership with Park Slope Christian Help Organization, also known as CHIPS. This is a great chance to support this organization and help every person stay warm this winter.

Please bring new socks, scarves, hats, and gloves in all sizes between now and December 20th to Camp Friendship's office at 339 8th Street in Brooklyn. Volunteers are also needed on December 20 at 8am to help sort clothing.

Free Community Events for Children
The New York Junior Tennis League's Community Programs provide free tennis instruction, practice and play to children ages 6-18 throughout NYC's five boroughs. Players develop their skills, make new friends, and learn the rules and sportsmanship of the game of tennis. Trained coaches provide a comprehensive schedule of instruction.

Special trips, tournaments, contests and educational guidance programs round out the tennis experience. Tennis activities include group instruction, practice and USTA Junior Team Tennis match play. Programs are available throughout the winter.
